Overview:

The Debt Service Co-ordinator will be responsible for the strategic oversight of our debt team, including monitoring funder relationships, service delivery management and direct line management for 5 Financial Inclusion Advisors. The Debt Service Co-ordinator will provide day-to-day technical debt support to the Financial Inclusion Advisors and ensure the quality of advice given meets expected standards. They will ensure that all outcomes of the projects are being met in line with the Scottish Government Debt Levy funding requirements and also be expected to oversee all aspects of the debt team’s ongoing development and learning needs, being a trusted and motivational leader.

Job description

Key tasks and responsibilities

Management:

  • Oversee day-to-day delivery of OPFS Debt Advice service.
  • Monitor contract performance and individual staff targets.
  • Review case files to ensure robust documentation and report client outcomes.
  • Ensure regular reporting to the Glasgow Service Manager and funders.
  • Provide technical debt advice and act as a resource for Financial Inclusion Advisors.
  • Monitor quality of advice and provide feedback to caseworkers.
  • Develop and maintain systems for performance monitoring and quality assurance.
  • Ensure adequate staffing and coordination with other Glasgow Managers.
  • Conduct monthly staff reviews, identify training needs, and ensure development plans are in place.
  • Identify and implement improvements to service delivery.

Auditing & Monitoring:

  • Conduct audits of debt services casework to ensure compliance with internal and external standards.
  • Monitor trends and issues, reporting them to relevant areas of the organisation.
  • Implement effective evaluation and monitoring processes.

Service Development & Quality Assurance:

  • Contribute to the ongoing development of debt services with the Glasgow Manager and Heads of Service.
  • Ensure consistent high-quality service delivery in line with Financial Conduct Authority and relevant standards.

Casework:

  • Stay updated on relevant policies and legislation.
  • Manage a caseload of debt issues, ensuring the team meets Debt Levy funding targets.
  • Prioritise and manage workloads to meet deadlines and keep clients informed.
  • Ensure all casework adheres to National Standards for Advice and Information.

Leadership & Reporting:

  • Attend regular meetings with internal working groups, including the OPFS Senior Leadership Team and Board.
  • Act as a positive leadership role model.

Networking & Promotion:

  • Build relationships with external partners to expand the service’s reach.
  • Attend relevant practitioner forums and debt service groups.

Training & Development:

  • Ensure all debt advisors meet qualification requirements.
  • Monitor Continuous Professional Development for debt services team members with the Training and Wellbeing Manager.

Other Duties:

  • Uphold OPFS values and service aims.
  • Contribute to research and campaigns on single parents’ experiences.
  • Perform additional tasks to ensure the effective delivery and development of services.

Personal specifications

Essential Qualifications & Experience:

  • Relevant qualifications or equivalent experience in debt services or related fields.
  • Experience in delivering debt advice with a strong understanding of advice processes, regulatory requirements, and Quality Standards within the third or voluntary sector.
  • Experience in service development, auditing, monitoring, quality assurance, and evaluation.
  • Proven experience in supervising and developing staff in a similar advice-based or community-focused environment.
  • Strong organisational skills with the ability to manage compliance-related tasks and service performance monitoring.

Desirable Skills:

  • Excellent communication and interpersonal skills.
  • Strong written communication skills, with experience in report writing.
  • Experience with Advice Pro or similar CRM systems.
  • Full, clean UK driver’s licence with access to a car (preferred).
  • Knowledge of issues facing single parents with debt and previous experience in the third sector (desirable, not essential).

Terms and conditions

  • Confirmation of Appointment: Fixed term contract to 31st March 2026 with the possibility of extension (dependent on funding). Confirmation of appointment is subject to satisfactory completion of a 3-month probationary period, two references and a PVG check.
  • Salary: Grade Point 22-26 £36,123 – £39,984 (pro rata for part time hours).
  • Hours of work:  28 hours per week, however other full / part time hours will be considered and worked flexibly to meet the needs of the service.
  • Holidays: Annual leave entitlement is 25 days and 12 Public holidays (pro rata).
  • Pension: You will be auto enrolled in our pension scheme with a 3% contribution from you and 7% contribution from OPFS.
  • Training and support and supervision: You will receive induction training and frequent support in the first three months. Thereafter you will receive monthly individual support and supervision and annual appraisals. Regular team meetings will be held, and staff have access to internal and external training.
